The Women's and Girls' Council of the University's Educational Service has been in operation since the university's first year. In its early years, it functioned as a branch of the university trade union. The Women's Council of Abuabdulloh Rudaki Kulob State University operates under the "Regulations on the University Women's Council, approved by the University Academic Council on November 8, 2012, Resolution No. 3." The Council, acting on the basis of decrees of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, the Honorable Emomali Rahmon, resolutions of the Government of the Republic of Tajikistan, the State Program "The Status of Women in Society," the "Program for the Training, Selection, and Employment of Leadership Personnel of the Republic of Tajikistan from Among Talented Women and Girls for 2007-2016," Government Resolution No. 269 of May 29, 2010, "On the National Strategy for Activating the Role of Women in the Republic of Tajikistan for 2011-2020," the resolution of the Chairmen of Khatlon Region and the city of Kulob "On Enhancing the Status and Role of Women," resolutions of the councils of the Ministry of Education and Science of the Republic of Tajikistan, and other documents, has developed and is implementing its activities in 10 faculties of the university, as well as in the Department of Women's and Girls' Education. Chairmen have been elected, and they also have their own work plans and act in accordance with them.
The Women's Council's activities are based on the Regulations of the Committee on Women and Family Affairs of the Government of the Republic of Tajikistan, the Charter of Kulob State University named after Abuabdulloh Rudaki, and the Regulations of the University's Women's Council. The Women's Council collaborates with the Committee on Women and Family Affairs under the Government of the Republic of Tajikistan, the Department of Women's Affairs of the Kulob City Administration, Women's Councils of Higher Education Institutions of the Republic of Tajikistan, and the executive bodies of cities and districts of the country where girls are enrolled under the presidential quota.
Tajikistan has also ratified the international conventions "On the Elimination of All Forms of Violence Against Women," "On the Political Rights of Women," and "The Rights of the Child." Abuabdulloh Rudaki State University has taken the necessary measures to implement these laws. Many women have held leadership positions. For example, G.N. Taranosova, former Vice-Rector for Education; Sh.Z. Khudoydodova, Vice-Rector for International Relations; M.I. Izzatova, former Dean of the Faculty of Primary Education; and D.L. Saidakhmadova is the former Dean of the Faculty of Chemistry and Biology and Vice-Rector for Education; Z.K. Kholikova is the Head of the Department of Tajik Literature; G. Murodova is the Head of the Department of Political Science; D. Isoeva is the Head of the Department of Psychology; and S. Sharifkhodjaeva is the former Head of the General University Department of Foreign Languages. There are 286 women working at the university (2014). Of the 158 professors and teachers, 15 are women. The Women's Council works in the fields of education, upbringing, culture, general educational, legal, and international relations. To better organize academic work among female students, each faculty has a Women's and Girls' Council. Mavzuna Davlatova currently holds the position of Chairperson of the University Women's Council (since 2015). Over the years, the position of the University Women's Council was held by Ganziya Yarkaeva, M.Z. Shokirova, and M. Galimova. Since 2008, the position of Chair of the Women's Council has been held by Savronbi Rakhimova, PhD in Pedagogical Sciences and Associate Professor. From September 2021 to September 2022, Dilorom Jumaeva served as Chair of the University Women's Council.
Since September 2022, Barno Ruzieva has served as Chair of the University Women's Council. Many university women have been awarded state titles and awards, including "For Outstanding Achievements in Education in Tajikistan" (M.I. Izzatova, G.Sh. Yarkaeva, T.V. Taranosova, S. Rakhimova, Sh.Z. Khudoidodova, D.L. Saidakhmadova, Z. Tabarova, K.A. Majidova, F.M. Fayzulloeva, R. Bobogonova, Z.N. Samariddinova, T. Saimuminova, D. Isoeva, F. Sharifova, Z. Arabova, G. Kholmatova, O. Sharifova, F. Sharifova, F. Yusufova, K. Asoeva, N. Davlatova, G. Murodova, D. Gafurova, and others).
It is gratifying that in recent years, the Government of the Republic of Tajikistan has paid significant attention to the status and influence of women in society. Also, speaking about the role of women in society and the future of society, our Head of State called women a great force: "Our women and mothers, as a great social force, make a valuable contribution to the implementation of plans aimed at building a bright future."
The Council for Women and Girls' Affairs contributes to education and upbringing, addressing pressing contemporary issues, and it is gratifying that today, a large number of scientists and female teachers, standing alongside their male counterparts, are making a significant contribution to the training of highly qualified personnel.
