Department of international relations


The purpose of establishing the Department of International Relations is to provide organizational, technical, informational, and methodological support for the university’s international activities, to develop cooperation with international organizations and educational institutions, to improve information exchange processes, and to enhance the quality of international relations through the creative use of international experience.

The Department of International Relations of the university operates in the following areas:

  • Establishing effective cooperation with foreign higher education institutions;
  • Collaborating with embassies, international organizations, and foundations;
  • Preparing and submitting projects to obtain grants from the European Union and other sources;
  • Drafting memorandums of understanding, contracts, agreements, and inter-university protocols for cooperation in education and science;
  • Preparing memorandums, contracts, and agreements for cooperation between international organizations located in Tajikistan and abroad;
  • Monitoring the implementation of inter-university agreements on cooperation in education with foreign countries;
  • Supervising the education of students, interns, postgraduates, and foreign professors at Kulob State University;
  • Ensuring compliance with visa regulations and residency rules for students, postgraduates, interns, and foreign professors in collaboration with the relevant ministries of the Republic of Tajikistan;
  • Involving experienced specialists from educational institutions and field experts to identify the main areas of international activity in education and priority directions for bilateral and multilateral cooperation.

The activities of the Department of International Relations at Kulob State University named after Abuabdulloh Rudaki began in 1995 as the Department of Socio-Economic and Foreign Relations. The founder of the department was a prominent national scientist, Professor Zarif Sharifovich Sharifov, who established the university’s economic and trade relations with foreign countries.

  • From 2000 to 2006, Associate Professor Saidahmadov Laqay served as Deputy Rector for Administrative Affairs and International Relations.
  • In 2008, following the university’s structural reform, the Department of International Relations was separated as an independent unit, and the position of Deputy Rector for Foreign Affairs was established.
  • From 2009 to 2010, Huseynov Murodali served as Deputy Rector for Foreign Affairs.
  • From 2010 to 2016, the position of Deputy Rector for International Relations was held by Associate Professor Dodarbek Madalievich Saidaliev, Candidate of Political Sciences, with the first specialists of the department being Gulchehra Murodova and Dilorom Ghafurova.
  • From 2019 to 2025, the position of Deputy Rector for International Relations was held by Associate Professor Khudoydodova Sharofat Zardovna, Candidate of Philological Sciences.

Over the years, the department has been staffed by: Heads of Department – Muborak Muqimi Rustamzoda and Orifzoda Orzu Obidkhuja; Specialists – Khushvakhtullo Sadulloyev, Samad Rahmatullo, Farukhruz Kamolov, Nosir Nasirov, Gulchini Faiz and Sharipov Firuz.

On July 16, 2025, by order No. 902 of the Minister of Education and Science of the Republic of Tajikistan, Associate Professor Ayubzoda Safar, Candidate of Pedagogical Sciences, was appointed Deputy Rector for International Relations of Kulob State University named after Abuabdulloh Rudaki.

Between 2010 and 2014, the university participated in seven international projects, sending over 100 professors and students abroad for long-term and short-term study programs. In 2013, for the first time in the university’s history, one professor and two students received scholarships from universities in Spain and Italy for doctoral, master’s, and bachelor’s programs. Cooperation with foreign scientific and educational institutions has allowed the university to attract nearly 2 million Somoni in non-budgetary funds. Currently, the university collaborates with over 200 foreign scientific and educational institutions, through which 10 professors and students are studying and gaining experience at prestigious European universities.

In 2025, Kulob State University, with the initiative of the United Kingdom and in cooperation with the Ministry of Education and Science of the Republic of Tajikistan, began collaboration with the University of Greenwich (UK) under the project “Accelerating English Language Learning in Central Asia (AELLCA)” to improve English language teaching in the region. The project is funded until March 2026, with plans for continuation.
