According to the Decree of the Government of the SSR of Tajikistan dated August 15, 1945, "On the Establishment of a State Teacher Training Institute on the Basis of a Pedagogical College, a State Pedagogical Institute shall be Established in the City of Kulyab." According to the Resolution of the Cabinet of Ministers of the Republic of Tajikistan dated July 24, 1992, No. 235, "Kulyab State University" was established. On April 24, 2009, according to the Decree of the Government of the Republic of Tajikistan, it was named after Abuabdulloh Rudaki.
The university has contributed to the training of highly qualified personnel for the public education system and the national economy in all regions of Tajikistan. Over a period of 80 years, it has trained and contributed to the development of 35,000 specialists with higher education.
The university has a library consisting of a subscription department, scientific, methodological, and fiction literature, four reading rooms, and a collection of approximately 300,580 books. The university has a 300-bed dormitory and a medical sanatorium with all necessary amenities. Additionally, the university has two gyms, two modern cultural halls, three lecture halls, and four meeting rooms. The university also operates the Istiklol Industrial and Cultural Recreation Camp in the picturesque Muminabad district.
The university offers full-time, part-time, and distance learning programs in Tajik, Russian, and English. Students pursuing a second degree in a relevant specialty can continue their studies in master's and doctoral programs at the university. The university operates a technology park, a center for technological information and communicative youth, foreign language training, and specialty development and innovation. Students use electronic boards and state-of-the-art computers in their classes. The university's computers are connected to the global internet, and students can use these services free of charge.
The university employs approximately 527 researchers and faculty members. Of these, 11 are doctors of science and professors, 87 are candidates of science, and the remaining 358 are associate professors and senior lecturers. Currently, the university's International Relations Department is connected with over 106 universities in countries including the Russian Federation, Germany, Spain, the Czech Republic, Belgium, Italy, England, the USA, Belarus, Kazakhstan, Kyrgyzstan, Turkmenistan, Ukraine, Austria, and Iran. There are cooperation agreements on five international projects, and the university successfully collaborates with universities in Central Asia and Europe.

The university consists of 38 departments and trains specialists in 63 specialties. The university publishes the newspaper "Anvori Donish" and the journal "Bulletin of Kulyab State University named after Abuabdulloh Rudaki." The university was included in the catalog of global universities in October 2009.
